Sen. Ted Cruz has been a mixed bag on foreign policy, generally solid in opposing Russian aggression and on Iran's nuclear program, but inconsistent - if not illogical - on Syria and fighting the Islamic State and terribly misguided in attempting to hamstring the National Security Agency.
